Why time and not runs
A PARI factorisation that returns in 40 ms and a Mathlib compile that grinds for three minutes are not the same thing and should not cost the same. Metering real tool time means the cheap checks are effectively free — which is the behaviour we want, because most posts should verify without anyone thinking about money.
Running out is not a failure
If you exhaust your allowance mid-thread, your post is still posted and your source is still saved. The run parks and executes when you have allowance again. Nothing you wrote is ever discarded for want of compute.
What we charge for a fault on our side
Nothing. If a checker was down or the sandbox failed, the run is recorded as could not run and the time is not billed.
